SADC TFCA holds a human rights training for rangers in Southern Kafue, Zambia
The SADC TFCA FF facilitated an 8-day human rights training for Rangers in the Southern Kafue National Parks of the KAZA TFCA from 29th March to 6th April 2024 at the Chunga Wildlife College in Kafue National Park. The training was a means of upholding of human rights in Conservation Law Enforcement in the geographical conservation areas of TFCA receiving funding from the TFCA FF for Law Enforcement. The risk of abuse of human rights has been highlighted as a major social impact of law enforcement which requires a change of focus of conservation to Rights-Based Approach.
According to ESMS Officer for TFCA FF Kambili Chilufya, the training was a practical hands-on training with the primary objective of mainstreaming Human Rights in conservation and ensuring Rangers are aware of their need to uphold human rights in their day-to-day work. The focus of the training was on the following four pillars:
1. Core values of the work of law enforcement in conservation
2. Human Rights (Bill of Rights), and their value in law enforcement conservation
3. Code of Conduct and Use of Force Training in conservation law enforcement
4. Rangers as important personnel for community engagement and awareness in conservation
In attendance was also the Human Rights Commission of Zambia Advocacy Manager Mr Simon Mulumbi who stated that the Department of National Parks and Wildlife (DNPW)Rangers and Game Scouts, were being equipped with the right knowledge and skills. He further stated that such practical training can help them to uphold the Bill of Rights, Standard Operating Procedures and Code of Conduct which would make them refrain from violation of human rights.
Meanwhile DNPW Chief Human Resource Officer who represented the Director, informed the training that continuous process of training on human rights and code of conduct would ensure that Rangers continue to perform their duties diligent and professional.
The training was delivered to 55 Rangers and Game Scouts from Sichifulo, Mulobezi and Kazungula Game Management Areas. Out of 55, there were four women who underwent the training.
