The purpose of this document is to provide a clear framework for Grantees to identify, consult, and properly obtain consent from IP before implementing any activities, programs, or actions that may affect them. It provides
guidance on the core elements and structure of an FPIC process (including considerations prior to and after achieving FPIC), initiating engagement and identifying groups, and circumstances under which FPIC can/should
be triggered. The FPIC process (section 5) is presented as a general approach, rather than specifically speaking to the people and parties engaged in the project. However, it is intended to inform the Grantee and project
developers for their approach to engagement of, and consultation with, indigenous peoples throughout the project lifecycle. This protocol aims to ensure that cooperation and indigenous inclusion is meaningful, done
in good faith, is culturally appropriate (includes their own preferred institutions and respects any traditional decision-making processes), and aligned with key international standards.
