This GN provides Applicants with additional information to understand the need and the requirement for
risk screening with regard to LE activities included in the Concept Note. It also provides explanations and
descriptions of the information that will be required by TFCA FF at various stages of the ESDD process from
Concept Note stage to final reporting at the end of the TFCA FF grant cycle.

This document serves as an ESMP and ESCOP template and includes a checklist for site risk assessments (e.g.,
to be shared with contractors and others who undertake physical works). The templates and checklist cover
the typical E&S impacts and associated mitigation measures that need to be considered for activities that fall
under the Thematic Risk Area (TRA) 4 “Infrastructure and Other Physical Interventions” as per TFCA FF ESMS
Manual and ESMS Questionnaires. The ESMP and/or ESCOP template must be used by the Applicant and the
contractor, if applicable, and modified to the project specifics regarding the construction activities, features, and
risks.

This Guidance Note (GN) focusses on the E&S risks which potentially could arise from support to humanwildlife
conflict (HWC) or human-wildlife co-existence (HWCx) activities undertaken by the Applicants through
the funding support from the TFCA FF. The purpose of providing funding to such projects would be to enhance
HWCx in the long-term in TFCAs.

This Guidance is applicable to any Facility funded activities which directly result or could result in or indirectly
contribute to access restriction impacts as part of achieving conservation objectives.
Within the conservation context, access restrictions are defined as restrictions which limit or eliminate people’s
access to land, water, or other natural resources within a Protected Area (PA) or reserve.

This policy statement comprises TFCAFF’s commitments to always apply a rights based approach through the
entire grant cycle and to work closely and continuously with indigenous peoples and local communities (IPLC)
including vulnerable groups in order to promote achievement of long term conservation- and development
objectives of SADC TFCA’s including equitable governance.

This document represents the ESMS Manual and outlines the TFCA FF’s process and procedures for identifying, assessing, managing and monitoring E&S risks and potential impacts of transactions and co-operations with
Grantees and local communities as beneficiaries of the TFCA FF interventions, in line with the applicable E&S standards and guidelines (refer to Section 3). The ESMS also aims at helping TFCA FF and its Grantees
understand the connection to adverse impacts (i.e., if they cause, contribute, or are linked to) and to determine the types of measures that TFCA FF and its Grantees need to take in order to diligently address these issues.
